Program and Activities
Reform Forum has been actively engaged in many activities in the past, present and have several projects proposed for the future.
Past and Current Activities include:
i. "Discussion Program for Good Governance" a one year project, implemented in collaboration with Action Aid, Nepal
ii. The Radio Program titled "SADACHAR" (Integrity), broadcasted, fortnightly from Radio HBC 94 MHZ and 12 other FM Radio Stations throughout the nation covering every part of the country.
iii. A regular discussion program called "Talk-Series on Governance Reform", conducted fortnightly, with special focus on the issues of Governance, Accountability, Transparency, Corruption Control and Rule of Law.
iv. Research and Publication activities include conducting research on issues of governance reform and publishing materials based on this research. Reform Forum has published a book on development sector reform named "Dependency and Carelessness: The Other Side of Development Projects", an investigative work highlighting irregularities, misappropriations and corruption in development projects in Nepal. Other published works are:
- The Reform Forum team has contributed for the publication of "Good Governance Year Book 2006". The Good Governance Yearbook was produced and distributed to Government and Civil Society stakeholders. This was the first research work in the sector of governance and anti-corruption in Nepal. This work was a historical perspective of governance in Nepal, reaching back many years.
v. The monitoring of three public offices was conducted in the Land Revenue Office, the District Administration Office, and the District Court. This activity was carried out in three districts Kathmandu, Morang, and Kaski respectively. The results of the public offices monitoring were grim. About 60 to 63 % of the public interviewed in nine different offices monitored, related that they had to offer bribes for petty services. They complained about the service delivery of those offices and almost an equal percentage of the respondents complained that getting the job done in those offices was very cumbersome.
vi. In-house media monitoring was conducted. Scanning the news items featuring in nine major newspapers published from Kathmandu. During the study, Reform Forum found a good number of articles and features in relation to corruption and good governance published in these newspapers. Some 1246 features, 66 articles, and editorials were published. Bribes, fraud, negligence, nepotism, irregularity, abuse of authority etc were the related concerns of articles and features and these appeared to be the major facets of corruption in Nepal that were reported on.
vii. Reform Forum has convened the six major political party student unions. Together, we are working toward correcting the historical corruption, misconduct, and mal practices of political parties towards the goals of transparency, justice, good governance, and develop rational, logical based thought and strategy. Each student union is based on the ideology of their respective political parties, but we want them to work together work on common issues in which all agree must be addressed in the political arena. All student union presidents have signed a 7-point agenda. The representatives are as follows:

viii. Curriculum Development Project, funded by National Vigilance Center (NVC), Nepal. Reform Forum work with National Vigilance Centre (NVC), Nepal for preparation of "Curriculum on Anticorruption and Good Governance" Reform Forum, has recently completed a short-term project with cooperation of NVC. The project was basically designed to recommend NVC on issues of anticorruption, good governance and developing potential curricula on the same. The curriculum developed during this project will be considered as the viable teaching materials to the schools. The project constituted the core team of 7-member action committee under the chair of Prof. Dr. Prem Khatry. The ream included educationists, sociologists, psychologists, and curriculum experts, representatives of Commission on Investigation of Abuse of Authority (CIAA), NVC, and Reform Forum. Reform Forum also organized an intensive "Curriculum Development Consultation Workshop" in connection to the same project. The participants were teachers, guardians, educational experts, representatives of CIAA & Tribhuvan University curriculum development centre, good governance and integrity experts.
ix. "Building Effectiveness of Kendriya Tahashil Karyalaya". Reform Forum jointly launched the project for building effectiveness of central arrear recovery office (CARO) of Nepal that was considered as an ineffective and ideal government entity in the past. Though this institution has serious and heavy responsibilities to corruption control and good governance, it is functioning almost isolated and abandoned form. In the course of project, the Reform Forum has successfully contributed its expertise for the effectiveness of Central Arrear Recovery Office (CARO). The main objectives of the project were to conduct in addition, facilitate discussions, publications, and advocacy programs in the issues related to the CARO and finding out the best possible ways and strategies to for building effectiveness of CARO. The agreement between Reform and CARO was signed in 2065/02/14. In addition to the first phase programs, the project also prepared a book named " Kendriya Tahasil Karyalaya Bhumika Ko Khojima"/ In search of Role containing the ideas, suggestions, and present structure of the CARO and possible way out for its strengthening and effectiveness. The handbook is supposed to be widely circulated among the constituent assembly members. And the Radio Program titled "SADACHAR"(Integrity)'s special presentation 15 series radio program "SATPRAYAS" is being broadcasted fortnightly from Gorkha FM radio station based on the ineffectiveness of CARO. The motive is to broadcast; spreading out the real situation of KENDRIYA TAHASIL KARYALAYA (CARO) to stakeholders.
x. With Reform Forums consultation and advice, and serving as the umbrella organization, the National Integrity Alliance (NIA) Nepal has been formed. This organization is comprised of 11 government registered, non-profit organizations, whose activities and working areas cover a broad spectrum of society. The member organizations are as follows:
